What is CSC  Centre

CSC e-Governance Services is connecting local population with the Government departments, banks, and insurance companies and with various service providers in private sector using IT-Enabled network of citizen service points. Any individual or organisation may register as CSC with fufilling certain eligibility criteria. Common Service Center (CSC) operators earn money through a variety of means, including:

  • Per Transactions Commission : The government /dept concern pays Rs 11 for each transaction completed at a CSC.
  • From Tickets: CSC operators can earn Rs 10 to 20 for each train, flight, or bus ticket sold from their end.
  • Other work: CSC operators can earn money from other tasks, such as paying bills and registering for government programs etc. 

Eligibility Criteria for CSC Centre Operator

  • Candidate must be at least 18 years old
  • Have passed Matruiculation or above.
  • Must possess a computer with cetain configuration as mentioned in succeeding paras.
  • Operating space – required at least 200 square meters
  • Must have a power backup, printer, and internet connection
  • Have a scanner and webcam 

You can register as a Village Level Entrepreneur (VLE) in the CSC ecosystem for free. After registering, you will receive DigiMail and Digital Seva credentials.

What is VLE

VLE’s are Village Level Entrepreneur who delivers various government and non-government services to the end consumers from the CSC outlet (mostly owned). CSC Centre is the place from where the VLE would operate all his activities/ work and serve the users or the customers.

What is the system requirement to operate CSC centre?

System requirements are:
1. At least 120 GB Hard Disc Drive.
2.At least 512 MB RAM.
3.CD/DVD Drive.
4.UPS PC with Licensed Windows XP-SP2 or above operating system.
5.With 4 hrs battery backup/Portable Genset.
6.Printer/ Colour Printer.
7.Web cam/digital camera.
8.Scanner.
9.Internet connection with at least 128 kbps speed for browsing & data uploading over internet.

How to become a  Rural Entrepreneur with CSC 

By becoming a Village Level Entrepreneur (VLE), the user will be able to work on Digital Seva Portal and will be able to deliver various government and non-government services.

It is a simple and easy process to register as a VLE in the CSC ecosystem. Registration is free of cost. Just fill your details and join the CSC network.

How to apply for CSC Centre

To register as a Village Level Entrepreneur (VLE) in the CSC, simply follow the steps mentioned below:
1. Visit the URL http://register.csc.gov.in and apply under new registration.
2. Click on “Apply” button displayed
3. Validate mobile & email and fill the form .
4. Enter your Aadhaar number, and further add the Captcha Text.
5. Click on “Submit” button”.
6. After authentication, the user is required to fill the information under the following tabs, such as: Personal, Residential, Kiosk, Banking, Document, infrastructure, Certifications/Terms.
7. Review your details and click on “Submit” button to register yourself and an application reference ID will be generated.
8. You will receive an acknowledgement email regarding successful completion of your application on your email address provided during the registration process
9. Every application goes through a strict quality check.
10. Post verification, user becomes an active Village Level Entrepreneur and gets a unique CSC ID on your registered email address.

Basic features of Registration Portal

a)CERTIFICATE DOWNLOAD – VLEs can download their CSC VLE certificate from My account section
b)PROFILE VIEW – Can view the profile and check the status of the account easily
c)KYC UPDATE -User can update the basic information such as personal details, pan bank and communication details
d)STATUS TRACK -User can track the application status and get the latest updates about it
e)ID CARD DOWNLOAD -New feature of ID card has been added in the My account section to allow the VLEs to have their own ID card
f)CREDENTIALS RESET -User can reset and update the password of CSC Connect through Account settings
g)MISSING DATA REPORTING -VLE can also report missing GEO data and missing IFSC code which will be further verified by our CSC team

The applicant should have the following to complete the registration process

  • Valid Aadhaar and PAN Card. This will be authenticated during the registration process.
  • Copy of the following documents:
    • Voter List or Elector’s Photo Identity Card (EPIC)(Front and Back side )
    • PAN card
    • Aadhar card (Front and Back side )
    • Applicant’s Photo
    • Indian Passport/Police Verification Report
    • Highest Qualification document
    • TEC Certificate
    • Bank BC Certificate
  • If the applicant belongs to general VLE group, he/she must have a Telecentre Entrepreneur Course(TEC) Certificate and BC certificate by IIBF handy. Refer to http://www.cscentrepreneur.in/login for more details.

  • If the applicant belongs to the whitelisted group (like SHG, FPO, FPS, RDD), please ensure your details are whitelisted by your District Manager/State Head in the respective group.
  • *Only .jpg/.png/.pdf file types are accepted, and the file should be less than 1MB in size.
  • The CSC centre should be accessible.

The Terms and Conditions (the “Agreement”) is a legal contract between you being, an individual user and CSC E-Governance Services India Limited (CSC). CSC reserves the right, at its sole discretion, to revise, add, or delete portions of these terms and conditions any time without further notice. You shall re-visit the Terms & Conditions section from time to time to stay abreast of any changes that the “Site” may introduce. I hereby state that I have no objection in authenticating myself with Aadhaar based UID/VID  authentication system and consent to provide my UID/VID and Biometric for authentication. I declare that the information provided in the form is to the best of my knowledge and is accurate. I will be legally obligated and responsible for any discrepancy.

What are the Responsibilities of CSC Centre owner

As a VLE you should take care of few important points:
a) Make sure your centre is at public place with all the safety and convenience.
b) Availability of Kiosk from 08:00 AM to 08:00 PM.
c) To deliver the services smoothly to the users as available on Digital Seva Portal.

What kind of Training Reuired for CSC Owner

No. You don’t need any specific training to become a VLE. Meeting the minimum criteria as mentioned in the pre-requisite is enough to become a VLE.

However, you nee tohave TEC certificate to operate a CSC Centre. Telecentre Entrepreneur Courses (TEC) is a certification course designed by CSC Academy. On completion of this course, the user will be eligible to open his/her CSC centre (Digital Centre) and apply as a Village Level Entrepreneur in the CSC network. How to surrender CSC  ID

To surrender your CSC ID:

  • Click here and download the form.
  • Fill the form manually, and duly sign the form.
  • Submit the form to the respective state team head.
  • Once the state team share the form with CSC.
  • CSC will check all the details and take the action accordingly & deactivate the CSC ID.
