VII CPC Recommendations on CEA
According to Para 8.17.17 of the report of VII CPC, on the whole, the Commission is of the view that quantum of CEA should be calibrated in such a manner that the main objective is met without the government entering into the field of subsidizing private education. Hence, taking into account the various items of expenditure that are reimbursed as a part of this allowance, the following is recommended:
CEA (₹ pm) – Rs 1500×1.5 = Rs. 2250 and whenever DA increases by 50%, CEA shall increase by 25%
Hostel Subsidy (₹ pm) – Rs 4500 x 1.5 = Rs. 6750 (ceiling) and whenever DA increases by 50%, Hostel Subsidy shall increase by 25%.
The allowance will continue to be double for differently abled children. What should be the scope of CEA? Presently CEA is payable up to Class XII. There is a strong demand for increasing the scope to Graduate and Post Graduate studies. However, due to the greatly varying nature of studies at the graduate level and beyond, the extension of scope of the allowance beyond Class XII cannot be accepted.
VII CPC Recommendation on HRA
According to para 17.26 of VII CPC Recommendations on House Rent Allowance: In line with our general policy of rationalizing the percentage based allowances by a factor of 0.8, the Commission recommends that HRA should be rationalized to 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively. The Commission also recommends that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent. (para 8.7.15).
Howevever, later on the HRA increased once DA crossed 25% and present rate is 27%, 18% and 8% which will be further increased to 30%, 20% and 10% on DA reached to 50%.
