Re-Employment of Exservicemen Reporting on SPARSH: Detailed Process & Rules

Defence pensioners who have migrated their PPO in SPARSH or who have received ID and Password to login to SPARSH, may update their employment and re-employment status as it is mandatory action to be taken positively.  In this article, we will discuss the detailed process on how to update employment status for re-employed ex-servicemen.

SPARSH has a new feature on updating reemployment status. Just following these few easy steps, you can update your employment and reemployment status on Sparsh Portal. You can do this facility with your own Sparsh ID and Password. You can also do this in any service Center.

So, let’s see how to do this.Step-1 –  Firstly, visit the official web portal of SPARSH at www.sparsh.defensepension.gov.in .  You need to put your user ID and Password to this website. 

Steps to Update Employment Status for Regularisation of DR

Step – 2 –  After logging in, you can access your profile. Now go to the My Profile section. In My Profile, there is a new option for employment and re-employment. Click on this option.

After clicking on this option, you can update your employment and re-employment status. For example, you can see the details here. During PDV, you have declared that you are not employed.

Step – 3 – You are reemployed, so, you have liability to declare the correct fact. So follow the step to opt for reemployment status.  Do you want to change the status of employment ? Click on Yes. Click on Add Employment. After clicking on Add Employment, you have to fill the details of your employment here.

In Organization Type, you have options like Government Department, Government Company, State Government Department, Corporation, Autonomous Body or PSU, or Cooperative Society. You have to select which department you are employed in. For example, let’s select Government Department.

In Office Name, you have to mention your office name here. From Date, To Date. From Date means from which date you are employed.  To Date means if your employment is over, then you will enter To Date. If your employment is continuing, then you don’t have to enter To Date. You have to enter From Date only.  If your employment is continuing, then you don’t have to enter To Date.

In the Field of Pay Commission, you have to select Pay Commission. Payscale, you have to select Payscale.  In Fixed Pay, you have to fill your Fixed Payment. Those who are in receipt of pay protection or pay fixed at higher stage due to grant of advance increment, should clearly be mentioned in the certificate. 

Step – IV –  Certificate of Re-Employer Attachment, you have to attach your Re-Employment Certificate in PDF Format. This PDF should be less than 10 MB in size and should be in PDF Format.You have to choose your PDF file and upload it. After this, you have to click on Add.

When you click on Add, your employment will be added. When you click on Save, your service request will be raised and you will get a token number. With that token number, you can track your service request. In this way, your employment and re-employment status will be updated. The objective of updating employment and re-employment status is that your DR will be regulated on time. If you are on employment, then your DR will not be updated. If you are not on employment or your employment is over, then your DR will be continued. Applicability of DR on pension for JCOs/OR is to be dealt as per Regulation 12 of Pension Regulation for the Army 2008 Part -I

12. (a) –  Dearness Relief against price rise may be granted to the pensioners and family pensioners at such rates and subject to such conditions as the Government may specify from time to time.

12(b) – If a pensioner is re-employed under the Central or State Government or a Corporation/Company/Autonomous Body/Bank under them in India or abroad including permanent absorption in such Corporation/Company/ Autonomous Body/Bank except as in clauses (d), (e) and (f) below, he shall not be eligible to draw dearness relief on pension except as in clause (d) below during the period of such re-employment and he shall be required to furnish a certificate of non-employment or re-employment once in a year in the month of November.

12(c) – In the event of non-production of above mentioned certificates, the payment of dearness relief on pension shall be stopped until the pensioner produces the same. 


12(d) The payment of dearness relief shall be allowed to re-employed Armed Forces pensioners in the case of those who held the rank below the rank of Commissioned Officer, subject to furnishing a certificate to the Pension Disbursing Authority from Central Government Department concerned including subordinate organisation employing Armed Forces Pensioners and maintaining service records of the re-employed pensioner retired from military service that –

(i) The entire amount of pension sanctioned by the Central Government was ignored in the fixation of the pay on re-employment i.e. no part of pension was taken into account in such fixation of pay in the pay scale of the post in which the Armed Forces personnel was re-employed.

(ii) The pay of the re-employed pensioner was/is fixed at the minimum of the pay scale of the post in which he had/has been re-employed after discharge from Armed Forces.

(e) The payment of dearness relief on family pension to employed family pensioners shall remain payable during the period of employment.

(f) A pensioner employed outside India under a Foreign Government or a private organisation shall remain eligible for dearness relief on pension/family pension.

Explanation: Pensioner who held the rank of Officer is not entitled for dearness relief on his pension during the period of his re-employment.
