As you know that the Ministry of Defence has already published notification for Revision of Pension under OROP Scheme wef July 2019 and Payment of Arrears thereof. The Table of rank wise Revised Pension as on 01 July 2019 and 01 July 2021 has also been published in the notification placed at PIB Release for defence pensioners dated 23.12.2022.
You must remember that The Armed Forces personnel retired up to 30 June 2019 will be covered under this revision. Those retire in the year 2020, 2021 and 2022 onwards will not be covered under OROP Scheme. They will be covered after introduction of next 5 Yearly revision i.e July 2024.
Armed Forces persons who have taken pre-mature (PMR) retirement w.e.f. 01 July 2014 are also not eligible to get OROP Revision. The benefit of OROP revision would also be extended to family pensioners, including war widows and disabled pensioners (invalid cases).
As per the Govt notification the Revision has been worked out as on two effective dates i.e 01 July 2019 and 01 July 2021. After completion of your revision the arrears will be credit on half yearly basis in four Equal Installments. So you will get your arrears within 2 years. However Family pensioners and Gallantry award winners will get their arrears at one pay soon.
The main question arises here is to when will you get the 1st installment of OROP Revision Arrears and when will you get the revised pension. As the information regarding revised rank and length of service wise average pension has not been published by Defene Pension authority and no such information available in the official website of PCDA, it may take some time. It is expected that the preparation of table of average pension applicable to all ranks and number of years of service rendered will be ready by January 2023 and revised pension for the month of January 2023 will be as credited through SPARSH pension system.
OROP Arrears Payment through SPARSH has not been credited alongwith Pension for the month of December. However, some sources have expressed the possibility to get the Revised OROP pension from Januar 2023 and Arrears thereof. If it is so, you must keep a close watch on your SPARSH Pension profile. On perusal of pension table of OROP-2 revision, it has been transpired that major chunk of pension’s benefits and its budget have been dished out by the Government to the officers cadre of the Army. It is known to all that Officers cadre retires from Army service on superannuation like civilian employees. In fact, considering their period of employment and pay plus perks, they should be excluded from OROP. Basically, this OROP is meant for JCOs/OR, who forced to proceed on pension establishment in young age. They are low-paid employees, most devoted, actual workers and most sufferers during their service employments in the Army. Whereas their pension is meagre and granted less percentage hike in every Pay Commision including this revision of OROP. Govt never think of their pathetic plight when they are relieved from their employments in young age and not given any re-employment. Officers class get re-employment and granted a series of trading-agencies like security, coal loading, CNG outlets after retirement by Director of Resettlement. JCOs/OR are neglected lot who suffer on every stage like pay, perks and pension etc. We have not forgotten that old golden period of prior to 3rd Commission when 80% pension of their last pay drawn was paid to them. Our forefathers were wise and known to the poor conditions of soldiers. In the current era every rule-makers are busy and engross in their own interest.
