ECHS has taken a praisable initiative which will provide immense help and support to lakhs of ECHS beneficiaries, who are unable to visit ECHS polyclinics for collection of medicine. Govt order in this regard is reproduced here.

PILOT PROJECT : HOME DELIVERY OF MEDICINES AT 38 x ECHS POLYCLINICS

  1. P1 ref Minutes of mtg on Home Delivery of Medicines held at COECHS on 25 Sep 24.
  2. Central Org ECHS has initiated a proposal for Home Delivery of ECHS Medicines for ECHS beneficiaries that will be implemented in a phased manner pan India with an aim to enhance the ECHS healthcare accessibility to maximum ECHS beneficiaries.
  3. As a pilot project, initially the project would be implemented at 38 x ECHS Polyclinic locations as per the list attached as Appx A. The project will be implemented through a Common Services Centre (CSC) Scheme by identifying suitable ESM Village Level Entrepreneurs (VLEs) at each location. The VLE will assist in preparing the medicine packets at ECHS Polyclinic and hand over to rep of Indian Postal Department for further delivery to for rep to collect the medicine packets from Polynics to further Home Delivery to ECHS beneficiaries.
  4. It is thus requested to disseminate the info to concerned Stn HQs of 38 x ECHS Polyclinics to sensitise the envt to iden suitable ESMs to volunteer for the VLE services through CSC Scheme. The MoA will be signed directly between the selected ESM VLE and CSC e-Governance Services India Ltd. ECHS authorities shall only be involved in providing assistance to CSC and will not be associated with identification and slection process of the VLEs. The CSC Public Notice with the details of role, responsibility and benefits for ESM VLEs as offered by CSC e-Governance Services India Ltd is attached as Appx `B’ for wide publicity. Respective Stn Cdrs will be responsible to ensure wide publicity through multiple means.

PUBLIC NOTICE 
FOR
SELECTION OF EX-SERVICEMEN (ESMs) AS CSC VLEs

  1. Introduction.             The Ex-Servicemen Contributory Health Scheme
    (ECHS) invites applications from eligible Ex-Servicemen (ESMs) to operate as Village Level Entrepreneurs (VLEs) under the CSC e-Governance Services India Limited (CSC-SPV) framework. The selected ESMs will be responsible for handling operations related to the Home Delivery of ALC Medicines and other relevant services at designated ECHS Polyclinics.
  2. Eligibility Criteria. The ESM should meet the conditions as follows:-
  3. Must be a verified Ex-Serviceman (ESM).
  4. Should possess a basic understanding of digital operations, including data entry and online application handling.
  5. Prior experience in service delivery or involvement in e-governance initiatives will be an added advantage.

3            Requirements for CSC VLE Operations. The selected ESMs must meet the

following operational and infrastructure requirements to effectively manage and operate the CSC Center within ECHS Polyclinics:-

(a)                                                Essential Equipment Required.

  • Laptop/Desktop. Must have a laptop or desktop computer with
    a minimum of 4 GB RAM and suitable processing power for data entry, internet access, and basic application use.
  • Printer. An all-in-one printer (with scanning capability) is
    required for printing prescriptions, documents, and shipping labels.
  • Internet Connectivity. A stable internet connection (minimum
    speed of 2 Mbps) is necessary to enable online data entry, application use, and communication with relevant authorities.
  • Mobile Phone. A smartphone is required to receive notifications
    and manage communication with ECHS, DoP, and CSC.

(b)               Software & Application Requirements.

  • The VLE must install necessary software, provided by CSC-
    SPV, for managing the dispatch and tracking of ALC medicines.
  • Basic software tools such as MS Office or its equivalent will be
    required for daily operational tasks.

(c)                                      Workspace & Storage.

  • The VLE must arrange a secure and clean workspace within the polyclinic or nearby premises to conduct operations.
  • Adequate storage space is required to safely hold medicines and packaging materials before dispatch.

(d)         Packaging & Dispatch Responsibilities.

  • The VLE will manage the packaging of medicines as per the ECHS Packaging Guidelines (using cardboard boxes, bubble wrap, sealing tape, etc.).
  • The VLE is responsible for ensuring proper labeling and dispatch of packages, coordinating with the ECHS/DoP for the timely delivery of medicines to beneficiaries.

(e)       Training & Support.

(I)                                                 CSC-SPV will provide full training to the selected VLEs on

packaging standards, handling procedures, and the software applications to be used for managing medicine dispatch and other relevant services.

Documentation & Compliance.

  • VLEs are expected to maintain detailed records of medicines received, packaged, and dispatched.
  • All activities must be conducted in compliance with the guidelines set by ECHS, DoP, and CSC-SPV.

4                Roles and Responsibilities of VLE. The primary role of VLE is as follows:

  • Manage the receipt and packaging of ALC medicines as per the prescribed guidelines.
  • Ensure that medicines are packaged securely and dispatched in a timely manner to ECHS beneficiaries.
  • Maintain accurate records of all transactions, including receiving, packaging, and dispatching medicines.
  • Use the provided software for data entry and reporting, ensuring proper tracking of shipments.
  • Handle any other services that may be introduced under the CSC framework.

5.                                                                  Benefits of Operating a CSC Center. The benefits of operating a VLE is as

follows:-

  • Income Generation: Operating a CSC allows the VLE to earn revenue from multiple services, including e-governance, banking, insurance, telemedicine, and digital literacy programs, in addition to the delivery of ALC medicines.
  • Community Impact: CSC centers are pivotal in bridging the digital divide and providing essential services to rural and underserved areas. VLEs contribute significantly to the social and economic development of their communities.
  • Government Services Access: The CSC enables the delivery of various G2C (Government to Citizen) services, including Aadhaar enrollment, PAN card services, and various state-specific schemes, making the center an essential access point for citizens.

6.                          Selection Process.

  • Step 1. Interested Ex-Servicemen (ESM) must apply by submitting the
    online applications with proof of eligibility for ESM through through the designated channel.
  • Step 2. Shortlisted candidates will be called for an orientation session
    to understand the role and responsibilities of a VLE, including the operation of a CSC center.
  • Step 3. Successful candidates will be deployed to one of the 38 x
    nominated ECHS Polyclinics as part of the pilot project.

7         Duration & Compensation.

  • The engagement will initially be for a period of three (3) months, coinciding with the pilot phase.
  • Compensation and other terms will be as per the agreement between
    ECHS and CSC-SPV.
  • Remuneration for the services delivered will be provided by CSC-
    SPV based on the agreed terms.

8.    Last Date of Submission of Application. Interested ESM candidates are
