ECHS, MoD Army has Published Detailed Instructions on Aadhaar Authentication for all Ranks

AADHAAR AUTHENTICATION SERVICES AT ECHS

  1.   In order to prevent fraud and misuse of services In ECHS. Aadhar Authentication Services will soon be implemented in a phased manner.

Background

2. .  The case for Aadhar Authentication Service in ECHS was initiated in Feb 21.  Accordingly, in June 2021 Ministry of Electronics & Information Technology gave approval of competent auth for use of Aadhar Authentication Service, on voluntary basis for the authentication of ECHS beneficiaries for the purposes given below: –

  • Grant of ECHS membership.
  • Availing ECHS facilities at ECHS Polyclinics, Service Hospitals and Empanelled Hospitals.
  • Various other functions such as processing of claims and so on, related to ECHS beneficiaries.

Implementation

3.    Subsequently. CSC e-Governance Services India Ltd was appointed as the Authentication User Agency (AUA) for ECHS by UIDAI. This is the agency through which Aadhar Authentication for ECHS will be carried out.

4.         The authentication services will be implemented in fwg two phases –

(a)       Phase I  –      To be implemented for the fwg services: –

(i)         Aadhar Authentication of all existing ECHS beneficiaries and al new ECHS applicants
(ii)      Aadhar Authentication of ECHS beneficiaries for availing OPD and IPD services at ECHS Empanelled Hospitals and processing of these claims by Bill Processing agency.

(b)        Phase II   –  To be implemented after successful implementation of services mentioned In Phase I for the fwg additional services: –

(i)    Aadhar Authentication for availing services at ECHS Polyclinics.
(ii)   Additional once in 24-hour Aadhar Authentication of all ECHS beneficiaries admitted at ECHS Empanelled Hospitals. Authentication Process.

5 .   On implementation, Aadhar Authentication will take place in the following manner –

  • Step I The beneficiary taps the ECHS card on the ECHS kiosk or NFC enabled mobile at the Empanelled Hospital/ Service Hospital/ Polyclinic. Biometric activated Kiosk / NFC enabled mob phone connected to a biometric device will be used as Input device for authentication. The beneficiary thereafter gets an option on the screen for biometric authentication or OTP based authentication.
  • Step II.             In case of both i.e. biometric and OTP authentication, the code from the ECHS card (linked with Aadhar Number of the beneficiary) is sent to UIDAI for authentication.
  • Step III.            Post authentication a yes/ no response will be sent by UIDAI to the kiosk/ NFC enabled mob In case the beneficiary chooses brometric. the yes/ no response will be displayed on the screen. In case of OTP. an OTP will be sent to the beneficiaries registered mob. The OTP will then be entered to generate yes/ no response.

Challenges

6.   Incase of any issue encountered during authentication process. existing

mechanism of authentication i e. physically verifying the beneficiaries’ credentials using any of the identification documents will be resorted to. Treatment will not be denied to any beneficiary unless all authentication mechanism fails to authenticate

Preliminary Actions by Regional Centres, Stn HQs and Polyclinics

7.   Prior to implementation certain actions are to be carried out to ensure smooth implementation These actions have to completed before 15 May 24

  • All beneficiaries are required to be sensitised about Aadhar
    Authentication Service. The beneficiaries have to be told to update their Aadhar Cards and ensure that it is linked to their registered mob phone No.
  • All Empanelled Hospitals are also to be sensitised about Aadhar Authentication Service. The hospitals with ECHS Kiosks have to get the biometrics activated in the kiosks and the hospitals which do not have ECHS Kiosks have to procure NFC enabled mob phone and a UIDAI certified biometric device for authentication. A list of  DMA, registered biometric devices and vendors details is att for procurement directly by the Empanelled Hospitals The list may be shared with the Empanelled Hospitals.
  •  This letter may please be disseminated to all Stn HQs.
