The Punjab Government, through its Department of Finance (Finance Pension Policy & Coordination Branch), issued a directive (Memo No. 03/02/2024-3FPPC/328) on August 29, 2024, to all pension-drawing banks in the state. The directive followed interim orders from the Punjab and Haryana High Court in various writ petitions (CWPs), which had already placed a stay on the recovery of the commuted value of pensions for petitioners in these cases.

To ensure uniformity and avoid further litigation, the Punjab Government extended the stay order to all state pensioners who had completed at least 10 years of retirement. Consequently, the Chandigarh Administration adopted the same decision, applying it to pensioners who retired from service on or before March 31, 2022, and have since completed 10 years of retirement.
