ECHS New Rules from 01 April – Letter from MoD – Aadhar based Authentication

ECHS has issued necessary procedural instruction on ECHS Aadhar based authentication for ECHS. All beneficiaries required to keep updated Aadhar Data exactly matched with ECHS card. Detail instructions as [per letter is appended below :-

AADHAR AUTHENTICATION SERVICES AT ECHS

  1. Reference to e-mail forwarded from Regional Centre ECHS Bangalore on the subject.
  2. In order prevent fraud and misuse of services in ECHS instructions have been received from Central Org ECHS vide letter No B/49779-Outsourcing/AG/ECHS/ADV dt 12 Mar 2024 in for Aadhar Authentication Services which will soon be implemented in a phased manner as under :-

(a) Phase-I. The following would be carried out:-

  1. Aadhar Authentication of all existing beneficiaries and all new ECHS
    applicants.
  2. Aadhar Authentication of all ECHS beneficiaries for availing OPD and IPD
    services at empanelled hospitals and processing these claims by bill processing agency.

(b) Phase -II. The following would be carried out:-

(in) Aadhar Authentication for availing services at ECHS Polyclinics.

(iv) One in 24 hour authentication of all EcHS beneficiaries admitted at ECHS empanelled hospitals.

Aadhar authentication will take place in following manner:-

  1. Biometric authentication will be carried out through
    Biometric activated KIOSK or NFC enabled mobile device which would be used as input devices at Polyclinic/Empanelled Hospital/Service Hospital for authentication to be done on the screen or OTP based authentication.
  2. Step-II. In case both Biometric and OTP authentication. the code from the
    ECHS card linked with the Aadhar number of the beneficiary is sent to UIDAI for authentication.
  3. Step-Ill. Post authentication a yes/No response will be sent by UIDAI to the
    KIOSK/NFC enabled mob. In case the beneficiary chooses biometric, the yes/no response will be displayed on the screen. In case of OTP and OTP will be sent to registered mobile no which would be used to generate yes/no response.

Station Headquarters and Polyclinics are requested to sensitise the beneficiaries about implementation of Aadhar Authentication Service in ECHS with instructions to update their Aadhar Cards and ensure that it is linked to the registered mobile number.
