New Scheme Approved by MoD (DESW)
Dated: 25 July 2025
Issued by: Central Organisation ECHS, Adjutant General’s Branch, IHQ of MoD (Army), Delhi Cantt. To enhance healthcare accessibility, the Ministry of Defence (DESW) has approved the Home Delivery of Not Available (NA) Medicines for specific ECHS beneficiaries through their parent polyclinics.
Eligible Beneficiaries:
Home delivery services are applicable only for:
- Veterans aged 70 years and above
- White Card Holders
- War-disabled veterans
Implementation Strategy:
The project will be implemented jointly through:
- Department of Post (DoP)
- SDCPL (Software Development Company Pvt. Ltd.)
- Common Services Centre (CSC)
Roles:
- CSC will deploy Village Level Entrepreneurs (VLEs) at each polyclinic location.
- A list of nominated State and District Heads for VLEs has been prepared (Appx ‘A’).
- Individual VLEs for each PC will be notified soon.
MoA (Memorandum of Agreement) has been signed between CO ECHS, CSC, and SDCPL, and is enclosed in Appx ‘B’ and ‘C’.
Important Guidelines:
- Home delivery is allowed only through the beneficiary’s parent polyclinic.
- It is not applicable for medicines sourced through non-parent polyclinics.
- 491 types of medicines will not be home-delivered, including:
- Cold Chain Drugs
- Sch H, H1, X
- Injectable Medicines
- High-value Drugs
Payment Methodology:
Post-implementation:
- CO ECHS will make all payments directly to DoP, SDCPL, and CSC.
- Stakeholders are instructed to ensure timely payment and efficient service delivery.
Conclusion:
This initiative is a major step forward in improving convenience for elderly and disabled ECHS beneficiaries by reducing the need to travel for essential medications. However, strict adherence to the guidelines regarding parent polyclinic and excluded medicines is essential for effective implementation.
