ECHS facility is applicable to veterans and their eligible family members only. This provision has been updated which you need to know. Lets read the text below for details please.
- As per existing ECHS policy, a male child dependent on Ex-Servicemen (ESM) loses ECHS entitlement after 25 years of age.
- However, in exceptional cases, a male child (above 25 years) may continue to avail medical facilities if:
- A Court Order directs it, OR
- Special sanction is granted by the Ministry of Defence (MoD).
- Since the ECHS card gets automatically blocked after 25 years, a special procedure is required to reactivate/issue the card.
2. Procedures
2.1 Cases where Orders are Passed by Hon’ble Court
2.1.1 Action by ESM / Beneficiary
- Forward a copy of the Court Order to Director C&L at CO ECHS for validation.
2.1.2 Action by CO ECHS
- After validation, CO ECHS will inform the ECHS Smart Card printing agency.
- The application status will be changed from:
- “Card Blocked” → “Blocked due to Change in Data.”
2.1.3 Action by ESM / Beneficiary (Online Process)
- Login to ECHS Website with valid credentials.
- Confirm if the application status has been updated.
- If updated, click More Option Tab → Change in Data.
- This enables the beneficiary to edit the application.
- Select: Disability details / Special Sanction / Court Order tab.
- Click on Special Sanction / Court Order.
- Upload relevant Court Order under Attachment Details.
- Click Save and Proceed for Payment.
2.1.4 Action by Record Office / CO ECHS
- After payment, the application will be visible to the respective Record Office for verification.
- Once verified, it is sent to CO ECHS for final approval.
- After CO ECHS approval, the card will be printed and issued in due course.
2.2 Cases where Special Sanction is Granted by MoD
2.2.1 Action by CO ECHS
- Upon receiving and validating the Special Sanction Letter from MoD:
- CO ECHS will direct the Smart Card Printing Agency to change status from:
- “Card Blocked” → “Blocked due to Change in Data.”
- CO ECHS will also share the sanction letter with the concerned ESM / Beneficiary.
- CO ECHS will direct the Smart Card Printing Agency to change status from:
- The beneficiary will then follow the same online application process as in Court Order cases (Steps under 2.1.3).
3. Important Points
- The ECHS application is blocked automatically when the male child crosses 25 years of age.
- Only Court Orders or MoD Sanctions can reactivate eligibility.
- Payment and document uploading must be completed through the ECHS online portal.
- Verification process involves:
- Beneficiary → Record Office → CO ECHS → Smart Card Printing Agency.
- After due process, the ECHS card will be printed and issued.
4. Responsibility
- Beneficiary / ESM: Submit Court Orders / track application status / complete online process.
- CO ECHS: Validate documents, instruct Smart Card Agency, share sanction letters.
- Record Office: Verify applications before final approval.
- ECHS Smart Card Printing Agency: Print and deliver card after approval.
