Time Bound Promotion for JCOs OR raised in Rajya Sabha : Nb Sub Rank after 13 Years of Service ?

It is known that time bound promotion is applicable to the Indian Armed Forces Commissioned officers only after implementation of recommendations of the AV Singh Committee  to compare the similar nature of financial/promotional benefit NFU applicable to the IAS/IPS  cadres of the Indian Administrative/civil services. 

According to the Recommendations of the AV Singh Committee report, a Commissioned officer of any wing of the Armed Forces will get his first promotion Capt/equivalent rank after 3 years of his service.  2nd promotion – Major – after 6 years of total service and accordingly after 13 years he will be promoted to Lt Col cadre which is a straight jump in basic pay approx 45,000/- and in total as on date a solid pay increase not less than 75,000/- pm which is more than total pay and allowances applicable to a Jawan today.

Now, considering the promotion and Assured career progression in the form of MACP –  JCOs/OR will get total assured 3 promotion / Assured career Progresseion (MACP) within 24 years of service.  The pay increase is no way more than 3,000/- ( in total including all allowances) at any level of promotion / MACP. Time bound promotion and MACP never can be compared as the later one is just and just an eye wash and great discrimination between two different classes created by the burocrats applying their power. 

Time bound promotion is there in Indian Navy and Air Force for 2 promotions only and that also takes 20 long years so, no way it is comparable with the assure 3 promotion within 13 years of service, as applicable to the Commissioned Officers. India now one of the strongest Economy in the world and it is possible to implement the similar nature of promotional benefit to our brave heroes also who actuallyn protecting the nation, sacrificed their lives to keep peace and integrity of the country.

The matter was raised in the Rajya Sabha and replied by the Ministry of Defence and a PIB release in this regard was published  by the Ministry of Defence then.  It’s now high time to raise the issue again with an organised way before the 8th CPC, likely to be formed in due course within the next 1 or 2 years. Time-Bound Promotion of Non-Commissioned Officers of Armed Forces

The status regarding time-bound promotion for non-commissioned officers of armed forces to the rank of Junior Commissioned Officer (JCO) and its equivalent in Army, Navy and Air Force is indicated as under:-

Army : No Proposal for granting time bound promotion to non-commissioned officers to the rank of JCOs is presently under consideration.  The Junior Commissioned Officer (JCOs) / Other Ranks (ORs) of Indian Army are given three financial upgradation under the MACP scheme on completion of 8, 16 and 24 years of service as per recommendations of the VI and VII Central Pay Commission.  On receipt of such financial upgradation, the individual receives next higher pay level.  The MACP / ACP scheme is applicable since 1st September, 2008.

In addition to above, as per existing policy a sepoy who does not receive any promotion in his service and retires at 17/19 years of service is appointed as Lance Naik and given time scale rank of Naik prior to retirement.  Thus the interest of JCOs / ORs is taken care of.

Air Force:  Time bound promotions are provided upto the rank of sergeant.  Promotion to the rank of Junior Warrant Officer (JWO) and above are selection based.

Navy:  Time bound promotion is undertaken in first two ranks i.e. for promotion from Sea II to Seaman 1st Class and from Seaman 1st Class to Leading Seaman.  There is no proposal to implement time bound promotions for other non-commissioned officers in Indian Navy.

The scheme of MACP providing for financial upgradation on completion of 8, 16 & 24 years of service is also applicable for non-commissioned officers in Air Force and Indian Navy also.
