8th Pay Commission Latest News 2026: केंद्रीय सरकारी कर्मचारियों और Pensioners के लिए 8th Central Pay Commission को लेकर एक महत्वपूर्ण Government clarification सामने आया है। 10 अगस्त 2026 को लोकसभा में दिए गए आधिकारिक उत्तर में वित्त राज्य मंत्री पंकज चौधरी ने स्पष्ट किया कि 8th Central Pay Commission ने अभी तक अपनी Recommendations सरकार को प्रस्तुत नहीं की हैं। इसलिए फिलहाल Implementation Date और Fitment Factor को Finalised मानना सही नहीं होगा।
यह clarification उन लाखों Central Government Employees और Pensioners के लिए महत्वपूर्ण है, जो 1 January 2026 से Pay, Pension और Allowances में संभावित revision का इंतजार कर रहे हैं।
8th Pay Commission पर सबसे बड़ा सवाल क्या है?
8th CPC को लेकर इस समय कर्मचारियों के बीच मुख्य रूप से चार सवाल चर्चा में हैं:
- 8th Pay Commission कब लागू होगा?
- Fitment Factor कितना होगा?
- Minimum Basic Pay कितना बढ़ेगा?
- Pension और Family Pension में कितना revision होगा?
इन सवालों पर सोशल मीडिया और विभिन्न कर्मचारी संगठनों की ओर से कई अनुमान सामने आते रहे हैं। लेकिन सरकार के नवीनतम Lok Sabha reply से फिलहाल इतना स्पष्ट है कि Commission ने अभी अपनी final recommendations सरकार को नहीं दी हैं।
इसलिए 2.57, 2.86, 3.00, 3.68 या किसी अन्य Fitment Factor को अभी officially approved figure नहीं माना जा सकता।
Lok Sabha में 10 August 2026 को क्या पूछा गया?
Lok Sabha Unstarred Question No. 3456 में सांसद श्री वरुण चौधरी ने 8th Central Pay Commission से संबंधित दो महत्वपूर्ण सवाल उठाए।
पहला सवाल था कि Commission के गठन के बाद अब तक कितनी meetings हुई हैं।
दूसरा और अधिक महत्वपूर्ण सवाल यह था कि क्या Government ने 1 January 2026 को Pay और Pension revision की due date को ध्यान में रखते हुए 8th CPC Recommendations के likely implementation date और कर्मचारियों एवं Pensioners के लिए proposed Fitment Factor को finalise कर लिया है।
सरकार का जवाब क्या है?
वित्त राज्य मंत्री श्री पंकज चौधरी ने बताया कि 3 November 2025 को 8th Central Pay Commission के constitution के लिए जारी Resolution में यह व्यवस्था नहीं है कि Commission अपनी consultation process के दौरान Government को अपनी deliberations के बारे में लगातार update करता रहे।
सबसे महत्वपूर्ण बात यह है कि सरकार ने स्पष्ट कहा:
8th Central Pay Commission ने अभी तक Government को अपनी Recommendations submit नहीं की हैं।
यही इस latest clarification का सबसे महत्वपूर्ण हिस्सा है।
क्या 8th Pay Commission की Implementation Date तय हो गई है?
अभी नहीं।
10 August 2026 के Lok Sabha reply में Government ने कोई specific implementation date घोषित नहीं की है। चूंकि Commission ने अभी अपनी Recommendations submit नहीं की हैं, इसलिए उसके आधार पर final implementation date तय होने की प्रक्रिया अभी आगे बाकी है।
यहां एक महत्वपूर्ण अंतर समझना जरूरी है:
1 January 2026 को Pay और Pension revision की expected/due date के रूप में चर्चा की जा रही है, लेकिन इसका यह अर्थ नहीं है कि Government ने 8th CPC को उसी तारीख से लागू करने की final notification जारी कर दी है।
पहले Commission की Recommendations आएंगी, फिर Government उनका examination और acceptance करेगी और उसके बाद implementation से संबंधित final decision लिया जाएगा।
क्या 1 January 2026 से 8th CPC लागू होगा?
इस सवाल का अभी official final answer नहीं आया है।
पहले भी Government ने Parliament में कहा था कि 8th CPC की implementation date Government द्वारा तय की जाएगी। December 2025 के Lok Sabha reply में भी Government ने स्पष्ट किया था कि 8th CPC की implementation date Government decide करेगी और accepted recommendations को लागू करने के लिए आवश्यक funds का provision किया जाएगा।
इसलिए कर्मचारियों को यह समझना चाहिए कि 1 January 2026 को due date माना जाना और उसी तारीख से actual implementation होना दो अलग बातें हैं।
8th CPC की Recommendations कब आएंगी?
Government के 3 November 2025 के Resolution के अनुसार 8th Central Pay Commission को अपनी Recommendations Commission के constitution की तारीख से 18 months के भीतर देनी हैं। यह बात Government ने July 2026 में Rajya Sabha में भी दोहराई थी।
इसका अर्थ है कि Commission के पास Pay, Allowances, Pension और अन्य service-related matters पर अध्ययन एवं consultation के लिए निर्धारित समय है।
Commission इस दौरान विभिन्न Ministries, Departments, Employees’ Associations, Pensioners’ Organisations और अन्य stakeholders से interaction कर रहा है।
उदाहरण के लिए, Commission ने अलग-अलग राज्यों और क्षेत्रों में meetings/interactions का programme भी जारी किया है। Chandigarh visit के लिए September 2026 में interaction programme की notification भी जारी की गई है।
Fitment Factor पर क्या स्थिति है?
Fitment Factor अभी final नहीं हुआ है।
यह बात कर्मचारियों के लिए सबसे महत्वपूर्ण है क्योंकि Basic Pay revision का अनुमान अक्सर Fitment Factor के आधार पर लगाया जाता है।
7th CPC में 2.57 Fitment Factor लागू किया गया था। 8th CPC के लिए विभिन्न Employee Organisations और Pensioners’ Associations ने अलग-अलग Fitment Factor की मांगें रखी हैं।
कुछ चर्चाओं में 2.86 से 3.68 या उससे अलग आंकड़े दिखाई देते हैं। लेकिन जब तक 8th CPC अपनी Recommendation नहीं देता और Government उसे स्वीकार नहीं करती, तब तक इनमें से किसी भी संख्या को Government-approved Fitment Factor नहीं कहा जा सकता।
इसलिए ध्यान रखें:

यही distinction कर्मचारियों को Salary Calculator या online अनुमान देखते समय ध्यान में रखना चाहिए।
Minimum Basic Pay कितना हो सकता है?
8th Pay Commission को लेकर Minimum Basic Pay में बड़ी वृद्धि की मांग की जा रही है। अलग-अलग कर्मचारी और Pensioner Organisations ने Minimum Salary को लेकर अलग-अलग proposals दिए हैं।
हाल ही में Bharat Pensioners’ Samaj की ओर से 8th CPC के सामने ₹69,000 Minimum Monthly Salary और ₹45,000 Minimum Pension जैसी मांगें भी सामने आई हैं। लेकिन ये organisation की recommendations/demands हैं, Government की approved salary figures नहीं।
इसलिए यदि कहीं ₹69,000 Minimum Basic Pay या कोई अन्य राशि निश्चित रूप से लागू होने की बात कही जा रही है, तो उसे अभी official announcement नहीं माना जाना चाहिए।
Pensioners के लिए 8th CPC क्यों महत्वपूर्ण है?
8th Central Pay Commission केवल serving employees के Pay और Allowances से संबंधित नहीं है। इसके Terms of Reference में Pay, Allowances और Pension आदि से जुड़े matters शामिल हैं।
Government ने February 2026 में Rajya Sabha में भी बताया था कि 8th CPC Central Government employees के Pay, Allowances, Pension आदि पर recommendations देगा।
इसलिए Central Government Pensioners और Family Pensioners भी Commission की Recommendations का इंतजार कर रहे हैं।
हालांकि Pension revision का actual formula, Fitment Factor और अन्य parameters Commission की final Recommendations तथा Government acceptance के बाद ही स्पष्ट होंगे।
क्या 8th CPC का Financial Impact तय हो गया है?
नहीं।
Government ने Parliament में स्पष्ट किया है कि 8th CPC का fiscal impact Commission की Recommendations आने और Government द्वारा उन्हें accept किए जाने के बाद ही ज्ञात होगा।
इसका मतलब है कि अभी Union Budget पर 8th CPC का final financial burden officially निर्धारित नहीं हुआ है।
यह भी एक कारण है कि Government ने अभी Fitment Factor और final salary structure को publicly approve नहीं किया है।
8th Pay Commission और Pay Matrix में क्या बदलाव हो सकते हैं?
8th CPC के final recommendations आने के बाद निम्न क्षेत्रों में बदलाव की संभावना पर विचार किया जाएगा:

- House Rent Allowance
- Transport Allowance

लेकिन इनमें से कौन-सा बदलाव किस रूप में लागू होगा, यह अभी officially final नहीं हुआ है।
इसलिए वर्तमान में circulating Pay Matrix या Salary Chart को केवल projection/estimate के रूप में देखना चाहिए।
8th CPC की प्रक्रिया अभी कहां पहुंची है?
8th CPC का constitution Government द्वारा 3 November 2025 के Resolution के माध्यम से किया गया था। Commission को अपना काम करने के लिए अपना procedure तय करने की स्वतंत्रता दी गई है।
इसके बाद Commission ने stakeholder consultation शुरू किया है।
इसके अलावा Ministries और Departments से विभिन्न प्रकार का data भी मांगा गया है। उदाहरण के लिए, 8th CPC ने Ministries/Departments/UTs से requisite data जमा करने के लिए Data Collection Portal के माध्यम से जानकारी मांगी थी और submission deadline को 31 July 2026 तक extend किया गया था।
यह दिखाता है कि Commission अभी data collection, consultation और analysis stage में सक्रिय है।
Employees को अभी क्या करना चाहिए?
Central Government Employees को फिलहाल किसी unofficial Fitment Factor के आधार पर अपने future salary का final calculation नहीं करना चाहिए।
इसके बजाय:
पहला: Official Government notifications और 8th CPC updates पर नजर रखें।
दूसरा: अपने वर्तमान Basic Pay, Pay Level और Cell की जानकारी सुरक्षित रखें।
तीसरा: Pensioners अपने PPO, Basic Pension और applicable pension details को verify करके रखें।
चौथा: Employee Associations और Pensioners’ Organisations द्वारा submitted memorandums को भी देखें, क्योंकि ये संभावित demands को समझने में मदद करते हैं।
पांचवां: Social Media पर चल रहे “Final Salary”, “Confirmed Fitment Factor” या “Government Approved Pay Matrix” जैसे दावों को official notification के बिना स्वीकार न करें।

10 August 2026 के Government reply का सबसे महत्वपूर्ण message यही है कि 8th CPC की final Recommendations अभी Government के पास नहीं पहुंची हैं।
इसलिए:

Fitment Factor — Not Final
New Basic Pay — Not Final
New Pay Matrix — Not Final
Pension Revision Formula — Not Final
इन सभी मामलों में final decision Commission की Recommendations और उसके बाद Government acceptance की प्रक्रिया से आएगा।
निष्कर्ष
8th Central Pay Commission Latest News 2026 के तहत 10 August 2026 को Lok Sabha में Government ने महत्वपूर्ण clarification दिया है। Government ने बताया कि 8th CPC ने अभी तक अपनी recommendations submit नहीं की हैं। इसलिए Implementation Date और Fitment Factor को अभी finalised नहीं माना जा सकता।
