Key Takeaway: 8वें वेतन आयोग का Consultation Phase अब officially शुरू हो चुका है। NC-JCM Staff Side का 51-page Memorandum submit हो गया है, जिसमें ₹69,000 Minimum Pay और 3.833 Fitment Factor की demand की गई है। लेकिन बहुत से मुद्दे अभी भी Pending हैं।
Background: 8वां CPC है क्या और क्यों important है?
Central Government ने 3 नवंबर 2025 को Gazette Notification जारी करके 8th Central Pay Commission (8th CPC) officially constitute किया। इसकी Chairperson हैं Justice Ranjana Prakash Desai। Implementation date रखी गई है 1 January 2026 — यानी revised pay और pension इसी date से effective मानी जाएगी, भले ही actual payment बाद में हो।
इससे करीब 50 लाख Central Govt Employees और 65-70 लाख Pensioners directly benefit करेंगे। Defence sector की बात करें तो करीब 33-35 लाख Ex-Servicemen Pensioners और 14 लाख Serving Defence Personnel इसके दायरे में आते हैं। यही वजह है कि Sainik community के लिए यह Commission बहुत बड़ा मौका है।

NC-JCM Memorandum: Employees ने क्या-क्या माँगा?
National Council – Joint Consultative Machinery (NC-JCM) Staff Side ने अपना 51-page Memorandum Commission को दे दिया है। Secretary Shiva Gopal Mishra के नेतृत्व में तैयार यह document Central Govt Employees और Pensioners की core demands outline करता है।

Panel ने क्या Accept किया? — अच्छी खबर
Panel अभी सुनने के mood में है — और यह positivity का sign है। कुछ important concessions already मिल चुकी हैं:
✓ Character limit 3,500 → 10,000 कर दिया✓ Attachment size 2MB → 10MB हुई✓ All themes/questions को inclusive बनाया✓ Pensioners को Terms of Reference में शामिल किया
National Coordination Committee of Pensioners Associations ने जब यह request की कि questionnaire में character limit बढ़ाई जाए ताकि organizations अपनी बात पूरी तरह रख सकें — तो Panel ने यह demand मान ली। यह signal है कि Commission stakeholders की बात सुन रही है।
“जागे हो तभी मिलेगा — जो सोते रहे, उनकी demands कभी panel तक नहीं पहुँचती।“
क्या अभी भी Pending है? — ध्यान दें
Staff Side ने अभी दो और demands रखी हैं जो अभी Pending हैं:
⏳ Q7 & Q8 में limit 10,000 → 20,000 characters करने की request⏳ Memorandum deadline 30 April → 31 May extend करने की demand⏳ Commutation Restoration (11-13 वर्षों में) — Central Govt के लिए⏳ Federation of Veterans को direct meeting का मौका
Ex-Servicemen के लिए Special Concerns: OROP + 8th CPC
Veterans के लिए 8th CPC का double benefit हो सकता है — एक तरफ OROP (One Rank One Pension) revision और दूसरी तरफ CPC fitment factor। दोनों मिलकर pension में substantial increase दे सकते हैं।
Commutation का बड़ा मुद्दा: Federation of Veterans ने demand की है कि Commutation restoration period को घटाकर 11 साल किया जाए। Supporting documents में यह example दिया गया है कि Gujarat Government अपने employees का commutation 13 साल में restore करती है, Kerala 12 साल में — तो Central Govt 11 साल में क्यों नहीं? यह demand अभी Commission के सामने है।
Family Pension: इसे 30% से बढ़ाकर 40% करने की demand भी memorandum में शामिल है। साथ ही Military Service Pay (MSP) revision, Disability Pension improvement, और Field Area Allowances को update करने की माँग भी है।
7th CPC से8th CPC — कितनीबढ़ेगीPension? (Expected Estimate)
अगर आपकी last drawn basic pay ₹50,000 थी और fitment factor 2.86 apply होता है:
Revised Basic Pay = ₹1,43,000 | Full Pension (50%) = ₹71,500 | + Dearness Relief

आपको अभी क्या करना चाहिए?
यह वो golden window है जब Panel सुन रही है। बाद में रोने से कुछ नहीं होगा। आपके पास तीन रास्ते हैं:
Option 1
अपनी Organization को दें
अपने veteran/employee organization के साथ supporting documents share करें। Logical evidence के साथ demand रखें।
Option 2
Directly Submit करें
8cpc.gov.in पर जाकर अपना memorandum खुद submit करें। कोई restriction नहीं है individual submission पर।
Option 3
State Meeting में जाएं
Federation of Veterans Association का state-wise calendar follow करें। जब आपके state में panel आए — तैयार रहें।
