UP Police Constable Recruitment 2025 में Premature Retirement (PMR) लेने वाले Ex-Servicemen की eligibility को लेकर बड़ा विवाद सामने आया है। 28 सितंबर 2026 को उत्तर प्रदेश पुलिस भर्ती एवं प्रोन्नति बोर्ड (UPPRPB) ने अपनी official website पर “भूतपूर्व सैनिक श्रेणी के अभ्यर्थियों के लिए महत्वपूर्ण सूचना” जारी की। इसी मुद्दे को लेकर मीडिया रिपोर्टों के अनुसार करीब 300 पूर्व सैनिकों ने लखनऊ में भर्ती बोर्ड के कार्यालय के बाहर प्रदर्शन किया।
यह मामला इसलिए महत्वपूर्ण है क्योंकि प्रभावित अभ्यर्थियों का कहना है कि उन्होंने recruitment process के शुरुआती चरणों में आवेदन किया, written examination में भाग लिया और Document Verification/PST प्रक्रिया तक पहुंचे, लेकिन PET से पहले उनकी ESM-category eligibility को लेकर समस्या सामने आई।
UP Police Constable Recruitment 2025 में क्या है पूरा मामला?
उत्तर प्रदेश में आरक्षी नागरिक पुलिस और समकक्ष पदों पर Direct Recruitment-2025 के तहत कुल 32,679 vacancies के लिए recruitment process चल रही है। Written examination 8, 9 और 10 जून 2026 को आयोजित की गई थी। इसके बाद योग्य candidates के लिए Document Verification और Physical Standard Test (DV/PST) की प्रक्रिया हुई। UPPRPB ने जुलाई 2026 में DV/PST के लिए qualified candidates की सूचना जारी की थी।
अब recruitment process के PET stage पर कुछ Ex-Servicemen candidates की ESM eligibility को लेकर विवाद सामने आया है।
UPPRPB की notice list में 28 सितंबर 2026 को विशेष रूप से “भूतपूर्व सैनिक श्रेणी के अभ्यर्थियों के लिए महत्वपूर्ण सूचना” प्रकाशित की गई है।
PMR और Ex-Servicemen Reservation का विवाद क्या है?
विवाद का मुख्य बिंदु यह है कि Premature Retirement (PMR) या Voluntary Retirement (VRS) के माध्यम से Armed Forces से discharge हुए personnel को Uttar Pradesh government recruitment में Ex-Servicemen reservation के लिए किस सीमा तक eligible माना जाएगा।
प्रदर्शन कर रहे candidates का कहना है कि उन्होंने Armed Forces में लंबे समय तक सेवा की है और retirement के बाद UP Police recruitment में ESM category के तहत आवेदन किया था।
दूसरी ओर, भर्ती बोर्ड की ओर से जारी clarification के संबंध में उपलब्ध रिपोर्टों में कहा गया है कि राज्य सरकार के लागू recruitment rules के अनुसार अपने आवेदन पर Premature Retirement/Voluntary Retirement लेने वाले personnel को ESM reservation के लिए eligible नहीं माना जाता।
इसलिए इस मामले में सबसे महत्वपूर्ण प्रश्न यह है कि UP state recruitment rules में Ex-Servicemen की definition और PMR/VRS personnel की eligibility वास्तव में क्या है।

28 सितंबर 2026 को प्रकाशित Amar Ujala की रिपोर्ट के अनुसार करीब 300 पूर्व सैनिकों ने Lucknow में UP Police Recruitment and Promotion Board के कार्यालय का घेराव कर प्रदर्शन किया। प्रदर्शनकारी candidates का आरोप था कि उन्हें recruitment process से बाहर किया जा रहा है, जबकि वे written examination और document verification जैसी प्रक्रियाओं से गुजर चुके थे।
Candidates के अनुसार समस्या उस समय सामने आई जब वे Physical Efficiency Test (PET) की प्रक्रिया के लिए आगे बढ़ना चाहते थे।
उनका कहना है कि यदि उनकी ESM eligibility पहले से निर्धारित rules के अनुसार नहीं थी, तो application stage पर ही इस स्थिति को स्पष्ट किया जाना चाहिए था।
Candidates ने कौन-कौन से सवाल उठाए?
प्रदर्शन कर रहे पूर्व सैनिकों के प्रमुख सवाल administrative process से जुड़े हैं।

UP Police Recruitment का वर्तमान Stage क्या है?
UPPRPB की official notices के अनुसार recruitment-2025 में PET से संबंधित notices सितंबर 2026 में जारी किए गए हैं।
24 सितंबर 2026 को Board ने PET की dates और important information से संबंधित notice जारी किया तथा PET admit card download करने की सूचना भी प्रकाशित की।
मीडिया रिपोर्टों के अनुसार PET 1 अक्टूबर 2026 से शुरू होने वाला है और recruitment में 32,679 posts शामिल हैं।
इसलिए PMR/ESM eligibility विवाद का timing candidates के लिए विशेष रूप से महत्वपूर्ण हो गया है।
क्या PMR लेने वाला हर सैनिक ESM Reservation से बाहर है?
यहां एक महत्वपूर्ण सावधानी जरूरी है।
इस विवाद के आधार पर यह निष्कर्ष नहीं निकाला जाना चाहिए कि पूरे भारत में PMR लेने वाला प्रत्येक Ex-Serviceman ESM reservation से automatically बाहर हो जाता है।
Ex-Servicemen reservation एक uniform concept नहीं है जिसे हर recruitment में बिल्कुल समान तरीके से लागू किया जाए। Central Government recruitment और अलग-अलग State Government recruitment में applicable rules, definitions और eligibility conditions अलग हो सकती हैं।
इसलिए UP Police recruitment में सामने आया निर्णय Uttar Pradesh के applicable recruitment rules और इस particular recruitment notification/clarification के संदर्भ में देखा जाना चाहिए।
UPPRPB की website पर Ex-Servicemen reservation से संबंधित पुराना government order भी उपलब्ध है। Board के Government Orders section में “भूतपूर्व सैनिक हेतु आरक्षण नियमावली 1973” दिनांक 6 अगस्त 1973 सूचीबद्ध है।
क्या Application Accept होने का मतलब Final Eligibility Confirm होना है?
यह भी इस विवाद का एक महत्वपूर्ण legal/administrative aspect है।
किसी recruitment में application accept होना हमेशा final appointment eligibility की guarantee नहीं होता। Recruitment authorities सामान्यतः document verification और subsequent stages में eligibility की जांच कर सकती हैं।
