Overseas/NRI Pensioners Seek Easier Annual Life Certificate Submission
A major issue concerning Overseas/NRI Central Government pensioners and family pensioners has once again been raised before the Government. The Bharat Pensioners Samaj (BPS) has requested the authorities to introduce an additional facility allowing pensioners residing abroad to submit their Annual Life Certificate through their registered email ID.
The latest representation is a reminder to the Department of Pension & Pensioners’ Welfare (DoPPW), Department of Financial Services, Reserve Bank of India and Ministry of External Affairs. The BPS has stated that elderly pensioners living overseas face considerable practical difficulties in completing the existing life certificate process.
What Has Bharat Pensioners Samaj Requested?
In its letter dated 11 August 2026, Bharat Pensioners Samaj requested amendment of DoP&PW O.M. No. 11/1/2025-P&PW(H)-VI dated 31 October 2025.
The principal demand is to provide an optional facility for Overseas/NRI Central Government pensioners and family pensioners to submit a duly authenticated Annual Life Certificate through their registered email ID.
Under the proposal, the authenticated certificate could be sent from the pensioner’s registered email address to the designated official email address of the Pension Disbursing Bank.
Why Is the Demand Important for NRI Pensioners?
For pensioners residing in India, the Annual Life Certificate process can generally be completed through available digital or physical channels. However, elderly pensioners living abroad may face additional difficulties.
According to BPS, some of the major difficulties include:
- Problems in completing Aadhaar-based digital authentication while abroad
- Difficulty in arranging physical submission of certificates
- High cost and inconvenience associated with international post or courier
- Mobility-related difficulties faced by elderly pensioners

Proposed Email-Based Life Certificate Facility
The proposal does not seek to replace the existing Annual Life Certificate system. Instead, BPS has requested an additional optional facility for eligible pensioners residing overseas.
The proposed process would broadly involve:
Pensioner → Authentication of Life Certificate → Registered Email ID → Designated Email of Pension Disbursing Bank → Verification → Pension Continuation
This could be particularly useful for pensioners who are unable to use Aadhaar-based authentication from their country of residence.
Importantly, the proposal calls for submission from the pensioner’s registered email ID, which could provide an additional layer of identification and verification.
BPS Seeks Urgent Government Decision
Bharat Pensioners Samaj had earlier submitted a representation on 1 July 2026 seeking this facility. According to its latest reminder, no acknowledgement or response had been received at the time of the August representation.
With the annual period for submission of Life Certificates approaching, BPS has requested that the matter be considered on priority.
The organisation has also requested consultations among the concerned departments and authorities, including:
- Department of Pension & Pensioners’ Welfare
- Department of Financial Services
- Reserve Bank of India
- Ministry of External Affairs
- Other concerned stakeholders
The BPS has also sought information regarding the present status and action taken on its earlier representation.
Will Overseas Pensioners Be Able to Submit Life Certificate by Email?
At present, this should not be treated as an approved new facility.
The August 2026 communication is a request/reminder submitted by Bharat Pensioners Samaj to the concerned Government authorities. It seeks an amendment to the existing instructions to introduce an optional email-based mechanism.
Therefore, Overseas/NRI pensioners should not assume that submission through email has already been officially authorised unless and until the competent Government department or pension-disbursing authority issues formal instructions.

- Pensioner/family pensioner records are accurate.
- Life Certificate submission status is monitored regularly.
