OROP-3 Pension Table Released: Veterans Express Widespread Dissatisfaction
After a long wait, the Government of India, Ministry of Defence finally released the OROP-3 Pension Tables in PDF format through its letter dated 04 September 2023. With the publication of these tables, Ex-Servicemen can now verify their revised pension entitlement under the Third Revision of the One Rank One Pension (OROP) Scheme.
However, based on the initial feedback received from veterans across various forums and Ex-Servicemen associations, a significant level of dissatisfaction has emerged regarding the revised pension amounts.
Key Concerns Raised by Veterans
- Many veterans feel that the pension revision under OROP-3 has fallen short of their expectations.
- A large number of retired personnel have reported that the increase in pension is either very small or negligible.
- According to feedback from veteran communities, a substantial percentage of pensioners have not received any increase in their pension after the OROP-3 revision because their existing pension was already equal to or higher than the revised rates.
- Several Ex-Servicemen have pointed out that the benefits appear to be unevenly distributed across different ranks and categories.
Comparison with Previous OROP Revisions
Veterans have also observed that similar concerns were raised during the implementation of the previous two OROP revisions.
Some of the commonly expressed views include:
- Commissioned Officers have generally received comparatively higher monetary benefits under successive OROP revisions.
- Junior Commissioned Officers (JCOs) and Other Ranks (ORs) have, in many cases, received only modest increases, often ranging between ₹50 and ₹500 per month, depending on rank, qualifying service, and pension bracket.
- According to feedback shared by several veteran organizations and pensioners, only a section of JCOs/ORs has witnessed any meaningful increase, while many others have experienced no financial benefit under OROP-3.
Need for Government Review
Many veterans are now urging the Government to undertake a detailed review of the OROP-3 pension tables to ensure that the core objective of the One Rank One Pension scheme—providing equitable pension to personnel retiring with the same rank and qualifying service irrespective of the date of retirement—is achieved in both letter and spirit.
As discussions continue within the veteran community, it remains to be seen whether the Ministry of Defence will consider representations seeking clarification or revision of certain pension rates under OROP-3.
