The Rajya Sainik Board (RSB), Government of West Bengal, under the Home & Hill Affairs Department (Defence Branch), has issued an important directive to ensure wide dissemination of key financial, livelihood, and credit-linked schemes among Ex-Servicemen (ESM) and their families residing in West Bengal.

Through this communication, all Zilla Sainik Boards (ZSBs) have been instructed to actively inform and guide West Bengal Government-affiliated / registered Ex-Servicemen Associations about these schemes, which aim to enhance economic stability, self-employment, education, and financial inclusion of ESM families.

Objective of the Initiative

The primary objectives of this dissemination drive are to:

  • Promote entrepreneurship and self-employment among Ex-Servicemen
  • Improve access to education loans for children of ESM
  • Strengthen agriculture and allied livelihood activities
  • Empower women dependents of ESM through SHGs and banking roles
  • Ensure financial inclusion and timely access to credit

Key Schemes Covered Under the Directive

1. Bhabishyat Credit Card (BCC)

Purpose:
To promote entrepreneurship and small business development among Ex-Servicemen.

Eligible Activities Include:

  • Small businesses and retail shops
  • Homestays and tourism-related services
  • Manufacturing and processing units
  • Service-oriented enterprises

Impact:
This scheme enables ESM to transition smoothly into civilian life by providing easy access to credit for income-generating activities.

2. West Bengal Student Credit Card (WBSCC)

Purpose:
To support higher education of children of Ex-Servicemen.

Key Features:

  • Credit assistance up to ₹10 lakh
  • Low interest rates
  • Covers professional, technical, and academic courses

Impact:
Ensures that financial constraints do not hinder the educational aspirations of ESM families.

3. Vidya Lakshmi Education Loan Portal

Purpose:
A centralised single-window platform for education loans.

  • Access to multiple bank education loan schemes

  • Transparent and time-bound processing

Impact:
Reduces procedural hurdles and improves access to institutional finance for ESM families.

4. Kisan Credit Card (KCC)

Purpose:
To support Ex-Servicemen engaged in agriculture and allied activities.

Eligible Sectors:

  • Agriculture and farming
  • Dairy and poultry
  • Fisheries
  • Allied rural livelihoods

Impact:
Ensures timely availability of short-term farm credit, improving productivity and income stability.

5. SHG-Based Women Empowerment Initiatives

Purpose:
To economically empower wives and widows of Ex-Servicemen.

Activities Promoted:

  • Self-Help Group (SHG) formation
  • Micro-enterprise development
  • Food processing, tailoring, handicrafts, etc.

Impact:
Strengthens household income and promotes women-led entrepreneurship within ESM families.

6. Bank Sakhi Programme

Purpose:
To promote financial inclusion by engaging ESM women dependents as Banking Correspondents (BCs).

Key Features:

  • Training and engagement under financial inclusion schemes
  • Collaboration with banks and SHG federations
  • Focus on women empowerment

Impact:
Creates employment opportunities while strengthening grassroots banking outreach.

Role of Zilla Sainik Boards (ZSBs)

Zilla Sainik Boards have been directed to:

  • Actively disseminate scheme details
  • Coordinate with ESM Associations
  • Facilitate awareness programmes and guidance
  • Ensure maximum participation of eligible beneficiaries

According to the Rajya Sainik Board, these schemes will significantly contribute to:

এই নির্দেশনার মাধ্যমে রাজ্যের সকল Zilla Sainik Board (ZSB)-কে অনুরোধ করা হয়েছে যেন তারা তাদের অধিক্ষেত্রভুক্ত West Bengal Government-affiliated / registered Ex-Servicemen Associations-এর মধ্যে এই স্কিমগুলির তথ্য সক্রিয়ভাবে প্রচার ও প্রসার করে।

উদ্যোগের মূল উদ্দেশ্য

এই উদ্যোগের প্রধান লক্ষ্যগুলি হল—

গুরুত্ব:
আর্থিক সীমাবদ্ধতার কারণে যাতে শিক্ষার সুযোগ থেকে কেউ বঞ্চিত না হয়, তা নিশ্চিত করে।

4. Kisan Credit Card (KCC)

উদ্দেশ্য:
Agriculture ও allied activities-এ নিযুক্ত Ex-Servicemen দের জন্য short-term farm credit নিশ্চিত করা।

যোগ্য ক্ষেত্রসমূহ:

  • Agriculture
  • Dairy ও poultry
  • Fisheries
  • Allied rural activities

গুরুত্ব:
সময়মতো credit সুবিধা পেয়ে উৎপাদনশীলতা ও আয় বৃদ্ধি পায়।

5. SHG-Based Women Empowerment Initiatives

উদ্দেশ্য:
Ex-Servicemen পরিবারের wives ও widows দের আর্থিক ক্ষমতায়ন।

প্রধান কার্যক্রম:

Zilla Sainik Board (ZSB)-এর ভূমিকা

এই নির্দেশনা অনুযায়ী Zilla Sainik Board গুলিকে—

  • স্কিম সংক্রান্ত তথ্য প্রচার
  • ESM Associations-এর সঙ্গে সমন্বয়
  • Awareness programme ও guidance প্রদান
  • Eligible beneficiaries-দের সহায়তা
