Pay Fixation of Reemployed ESM in Postal Department
The Federation of National Postal Organisations (FNPO) has raised concerns regarding the proper implementation of pay fixation for ex-servicemen re-employed in the Department of Posts. Despite multiple directives, discrepancies in pay fixation remain, necessitating official clarification and standardization.
Request for Clarification to Nodal Authority
In a letter addressed to the Secretary of the Department of Posts, FNPO has highlighted the following concerns:
- Despite existing instructions, many Drawing and Disbursing Officers (DDOs) are not implementing the fixation of pay for re-employed ex-servicemen.
- Recent cases in the Delhi Circle have shown inconsistencies in pay fixation, leading to requests for model fixation memos under the RTI Act.
- There are concerns regarding parity between the combatant clerk (LDCE) and the Postal Assistant role. The FNPO clarifies that the 6th Central Pay Commission (CPC) upgraded the Postal Clerk post to Postal Assistant, making them equivalent.
- FNPO requests that model pay fixation memos be issued for each cadre of re-employed ex-servicemen, ensuring uniformity.

- Ministry of Communication, Department of Posts directive No. F. No. 02-61/2024-PAP dated 10.09.2024
- Ministry of Personnel, Public Grievances & Pension directive OM No. 28/90/2022-P&PW (B)/8297 dated 02.10.2022 (However this is not related to pay fixation of reemployed pensioners/ESM).
- Pay Fixation Calculation:
- Based on completed years of service, the basic pay is fixed at Rs. 39,800/-
- Future increments:
- W.e.f. 01.07.2024: Rs. 41,000/- (Pay Level 4, Index 17)
- Additional Notes:
- The official is re-employed under the National Pension System (NPS) as it was introduced on 01.01.2004.
- No pensionary deductions are applicable as per the Ministry of Personnel directive. (No such authority is there)
- Arrears for Basic Pay, DA, HRA, and TA to be credited since the date of appointment.

FNPO has urged the Department of Posts to issue model pay fixation memos and provide clear instructions to ensure uniform pay fixation for re-employed ex-servicemen in the postal department.
