Ex-Servicemen (ESM), War Widows/Veer Naris और eligible dependants के लिए Government Jobs में reservation, age relaxation, fee exemption और अन्य concessions से जुड़ी महत्वपूर्ण व्यवस्थाएं 2026 में भी लागू हैं। यह reservation अलग-अलग भर्ती नियमों के अनुसार Central Government departments, para-military forces, Central Public Sector Undertakings (CPSUs) और Public Sector Banks में उपलब्ध हो सकता है।
Department of Personnel & Training (DoPT) ने 25 December 2025 को Ex-Servicemen reservation guidelines का consolidated compendium जारी किया और 11 August 2026 को Central Government में reservation से संबंधित एक consolidated Office Memorandum भी जारी किया है।
Central Government Jobs में Ex-Servicemen Reservation
Central Government की direct recruitment में ESM reservation horizontal reservation के रूप में लागू होता है। 11 August 2026 के DoPT consolidated instructions के अनुसार:

| Para-military forces में Assistant Commandant तक के posts | 10% |
इन provisions का application संबंधित recruitment rules और notification के अनुसार होता है। Para-military forces के संदर्भ में BSF, CRPF, ITBP, CISF, Secretariat Security Force, Assam Rifles और Railway Protection Force जैसे organisations को instructions में शामिल किया गया है।
ESM Reservation Horizontal क्यों है?
Ex-Servicemen reservation horizontal reservation है। इसका अर्थ है कि ESM candidate की SC/ST/OBC जैसी applicable social category भी recruitment में relevant रहती है। DoPT guidelines में यह स्पष्ट किया गया है कि reserved ESM vacancy पर selected SC/ST/OBC ESM candidates को संबंधित category के against adjust किया जाता है।
CPSU और Public Sector Bank Jobs में Reservation
Central Public Sector Undertakings और Public Sector Banks में लंबे समय से लागू ESM reservation framework के अनुसार:
- Group C – 14.5%
- Group D – 24.5%
इनमें 4.5% vacancies Disabled Ex-Servicemen तथा service personnel killed in action के eligible dependants के लिए शामिल हैं। यह व्यवस्था Government sources द्वारा भी दर्ज की गई है।
Department of Financial Services के अनुसार Public Sector Banks में Ex-Servicemen से संबंधित recruitment, welfare और reservation policy उसके कार्यक्षेत्र में आती है। फरवरी 2026 में DFS ने Ex-Servicemen reservation guidelines का compendium भी प्रकाशित किया।
War Widows / Veer Naris और Battle Casualty Families
कुछ recruitment schemes में War Widows/Veer Naris तथा eligible dependants of service personnel killed in action के लिए विशेष provisions हो सकते हैं।
इसलिए किसी particular recruitment में केवल “ESM” category देखकर आवेदन न करें। Notification में यह जरूर देखें कि:
- War Widow eligibility क्या है
- Battle Casualty की definition क्या है
- कौन-सा relationship eligible है
- कौन-सा certificate स्वीकार किया जाएगा
- क्या अलग quota या priority दी गई है
CPSUs और Public Sector Banks के ESM reservation framework में disabled ESM और eligible dependants of personnel killed in action के लिए 4.5% component का उल्लेख Government sources में है।
Ex-Servicemen के लिए Age Relaxation
ESM candidates को कई Central Government recruitments में prescribed conditions के अनुसार upper-age relaxation मिलती है। लागू नियम post, recruitment method और candidate की service details पर निर्भर करते हैं।
इसलिए “Military Service + 3 Years” जैसे formula को हर Government recruitment पर स्वतः लागू नहीं मानना चाहिए। संबंधित recruitment notification में ESM age-relaxation clause देखना आवश्यक है। DoPT के reservation instructions और applicable recruitment rules इस संबंध में conditions निर्धारित करते हैं।
Educational Qualification में Relaxation
कुछ specified recruitments में Ex-Servicemen के लिए educational qualification से संबंधित concessions उपलब्ध हो सकते हैं। लेकिन यह universal exemption नहीं है।
Candidate को प्रत्येक recruitment notification में यह check करना चाहिए कि:
- Minimum qualification क्या है?
- Military service को qualification के equivalent माना गया है या नहीं?
- Technical qualification अनिवार्य है या नहीं?
- Experience requirement में कोई concession है या नहीं?
इसलिए application से पहले official notification पढ़ना जरूरी है।
Application और Examination Fee
कई Government recruitment examinations में eligible Ex-Servicemen को application/examination fee में exemption या concession मिल सकती है। लेकिन fee rules recruiting organisation के अनुसार अलग हो सकते हैं।
Online application भरते समय ESM category और fee-exemption option सही तरीके से select करें।
गलत category चुनने या required certificate उपलब्ध न होने की स्थिति में candidature प्रभावित हो सकती है।
2026 का महत्वपूर्ण बदलाव: Military Nursing Service
9 February 2026 को Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979 में amendment किया गया। इसके तहत definition में Military Nursing Service of the Indian Union को शामिल किया गया।
यह 2026 में Ex-Servicemen status से संबंधित महत्वपूर्ण regulatory development है और MNS personnel को applicable recruitment benefits समझने के लिए संबंधित notification/rules देखना चाहिए।
किन Documents की आवश्यकता पड़ सकती है?
ESM reservation claim करते समय सामान्यतः recruitment notification में मांगे गए documents तैयार रखें:
- Discharge Book / Discharge Certificate
- ESM Identity Card
- PPO / e-PPO, जहां applicable हो
- Service Certificate
- Date of Birth proof
- Educational Certificates
- Caste Certificate, यदि applicable हो
- Disability Certificate, यदि applicable हो
- Battle Casualty / Relationship Certificate, जहां applicable हो
- Aadhaar/PAN अथवा अन्य prescribed ID

State Government Jobs में क्या नियम हैं?
State Government jobs के लिए पूरे भारत में एक समान ESM reservation percentage लागू नहीं है। विभिन्न State Governments अपने laws, rules और welfare policies के अनुसार Ex-Servicemen reservation/priority प्रदान कर सकती हैं।
इसलिए किसी State Government vacancy में आवेदन करते समय उस State की recruitment notification और applicable service rules को देखना आवश्यक है। Government sources भी State-wise ESM reservation को concerned State Government की policy से जोड़ते हैं।
Ex-Servicemen के लिए 2026 Job Application Checklist
किसी भी Government job के लिए apply करने से पहले यह checklist उपयोगी रहेगी:
- Official recruitment notification पढ़ें।
- ESM eligibility check करें।
- अपनी discharge/service details verify करें।
- Age relaxation की exact calculation देखें।
- ESM reservation applicable है या नहीं देखें।
- War Widow/Battle Casualty provision लागू है तो relationship और certificate check करें।
- Educational qualification और experience requirements देखें।
- Application fee exemption/concession check करें।
- Required documents तैयार रखें।
- Last Date से पहले application submit करें।
- Application form और payment/fee-exemption acknowledgement सुरक्षित रखें।
- केवल official recruitment website से notification और application link verify करें।
Important: Reservation का मतलब Automatic Selection नहीं
ESM reservation का अर्थ यह नहीं है कि eligible candidate को बिना prescribed qualification या selection process के appointment मिल जाएगी। Candidate को संबंधित recruitment की educational qualification, age, physical/medical standards, examination, skill test, document verification और अन्य applicable conditions पूरी करनी होती हैं।
Government recruitment में ESM reservation vacancy-based और applicable recruitment rules के अनुसार operate करता है।
