Defence Export Policy 2026: भारत सरकार ने देश के Defence Manufacturing और Defence Export sector को मजबूत करने के लिए एक महत्वपूर्ण कदम उठाया है। Department of Defence Production, Ministry of Defence ने Defence Export Standard Operating Procedure (SOP) और Open General Export Licence (OGEL) framework को simplify किया है।
इन reforms का मुख्य उद्देश्य procedural burden कम करना, global market access बढ़ाना और Indian defence manufacturers को international market में अधिक competitive बनाना है।
नई व्यवस्था के तहत OGEL की validity को 2 साल से बढ़ाकर 3 साल किया गया है। इसके अलावा OGEL का coverage 41 countries से बढ़ाकर लगभग सभी eligible destinations तक किया गया है। तीन अलग-अलग OGEL SOPs को मिलाकर एक unified SOP भी तैयार किया गया है।
सरकार का मानना है कि ये बदलाव Make in India और Aatmanirbhar Bharat को बढ़ावा देने के साथ India को एक trusted global defence manufacturing और export partner बनाने में महत्वपूर्ण भूमिका निभाएंगे।
Defence Export SOP और OGEL में क्या बदलाव हुआ?
भारत में Defence Export को regulate करने के लिए विभिन्न licensing और compliance requirements लागू हैं। Government ने अब इस framework को अधिक सरल और business-friendly बनाने के लिए कई महत्वपूर्ण बदलाव किए हैं।
इनका उद्देश्य यह है कि eligible Indian defence companies को international customers, tenders और exhibitions के लिए products export करने में अनावश्यक procedural delays का सामना न करना पड़े।
मुख्य बदलाव इस प्रकार हैं:
- OGEL validity 2 साल से बढ़ाकर 3 साल
- OGEL coverage 41 countries से बढ़ाकर लगभग सभी destinations
- तीन अलग–अलग OGEL SOPs को एक unified SOP में consolidate किया गया
- International tenders और exhibitions के लिए export process आसान
- OGEL के तहत eligible items का scope बढ़ाया गया
- Foreign OEMs के साथ long-term contracts को support करने के लिए provisions
- Defence exporters के लिए procedural burden में कमी
OGEL क्या है?
OGEL यानी Open General Export Licence एक महत्वपूर्ण export authorisation mechanism है, जिसके माध्यम से eligible Indian exporters निर्धारित conditions के अंतर्गत specified defence items को approved destinations तक export कर सकते हैं।
सामान्य export licensing process की तुलना में OGEL framework eligible exporters को repeated individual export authorisations की आवश्यकता को कम करने में मदद करता है।
इसलिए OGEL का simplification Defence manufacturers के लिए काफी महत्वपूर्ण है।
OGEL की Validity अब 3 Years
सबसे महत्वपूर्ण बदलावों में से एक OGEL validity को 2 years से बढ़ाकर 3 years करना है।
इससे eligible exporters को licence renewal और associated procedural requirements के लिए बार-बार प्रक्रिया पूरी करने की आवश्यकता कम होगी।
इसका फायदा विशेष रूप से उन Indian companies को मिल सकता है जो लगातार international customers को defence equipment, components या अन्य eligible products supply करती हैं।
इसका practical फायदा क्या होगा?
Longer validity के कारण companies को:
- Export planning में अधिक stability मिलेगी
- Compliance burden कम हो सकता है

OGEL Coverage 41 Countries से बढ़कर लगभग सभी Destinations तक
पहले OGEL framework का coverage 41 countries तक सीमित था। अब इसे बढ़ाकर लगभग सभी eligible destinations तक किया गया है।
हालांकि इसका अर्थ यह नहीं है कि Indian defence products को बिना किसी restriction के किसी भी देश में export किया जा सकेगा।
Sensitive destinations और ऐसे countries जिन पर United Nations Security Council sanctions या arms embargo लागू हैं, उनके लिए आवश्यक restrictions और safeguards जारी रहेंगे।
इसलिए revised framework को wider market access with safeguards के रूप में समझना अधिक उचित होगा।
तीन OGEL SOP को मिलाकर बनाया गया एक Unified SOP
एक और बड़ा बदलाव यह है कि पहले मौजूद तीन अलग–अलग OGEL Standard Operating Procedures को consolidate करके एक unified OGEL SOP बनाया गया है।
इससे Defence exporters के लिए rules को समझना और applicable procedures को follow करना आसान होगा।
एक unified framework होने से companies को अलग-अलग SOPs में applicable provisions खोजने की complexity कम हो सकती है।
यह खास तौर पर MSMEs और emerging defence manufacturers के लिए उपयोगी हो सकता है, जिनके पास बड़े organisations की तरह dedicated regulatory teams नहीं होतीं।
International Tenders के लिए Defence Export Process होगा आसान
Global Defence market में international tenders Indian manufacturers के लिए बड़े business opportunities पैदा कर सकते हैं।
लेकिन tender participation के दौरान equipment या samples को overseas भेजने में procedural requirements कभी-कभी चुनौती बन सकती हैं।
Revised Defence Export SOP में international tenders और exhibitions के लिए eligible items के exports को facilitate करने के लिए procedural requirements को simplify किया गया है।

Eligible Defence Items का Scope भी बढ़ा
Revised OGEL framework में eligible items का range भी बढ़ाया गया है।
इससे अधिक categories के specified defence-related products और components को simplified export mechanism का benefit मिल सकता है।
हालांकि exporters को प्रत्येक product की eligibility और applicable export conditions को carefully check करना होगा।
OGEL का मतलब unrestricted export licence नहीं है।
National security, end-use और destination-related safeguards लागू रहेंगे।

इन reforms को ऐसे समय में लागू किया गया है जब India का Defence Manufacturing और Defence Export sector तेजी से expand कर रहा है।
Government की लगातार कोशिश है कि India अपनी domestic defence requirements को पूरा करने के साथ-साथ global defence supply chain में भी एक मजबूत position हासिल करे।
Defence exports बढ़ने से Indian companies को केवल additional revenue opportunities ही नहीं मिलतीं, बल्कि इससे:

भारत के पास एक बड़ा domestic defence market, skilled manpower, engineering capabilities और तेजी से विकसित होता private defence manufacturing sector है।
यदि Indian companies global customers की requirements के अनुसार quality, technology, certification और delivery capabilities को मजबूत करती हैं, तो simplified export framework उनके लिए international expansion का रास्ता खोल सकता है।
सरकार का broader objective India को एक trusted, reliable and competitive global defence manufacturing and export partner के रूप में स्थापित करना है।
National Security Safeguards भी रहेंगे जारी
Defence export में national security सबसे महत्वपूर्ण consideration है।
इसलिए export procedures को आसान करने का अर्थ यह नहीं है कि sensitive defence equipment या technology के export पर सभी restrictions समाप्त कर दी गई हैं।
Restricted destinations, sanctioned countries, sensitive items और applicable end-use requirements के संबंध में आवश्यक safeguards लागू रहेंगे।
इससे सरकार Ease of Doing Business और National Security के बीच संतुलन बनाए रखने की कोशिश कर रही है।
Defence Export Reform 2026: Indian Defence Industry के लिए क्यों महत्वपूर्ण?
इन reforms को Indian Defence Industry के लिए महत्वपूर्ण बनाने वाले प्रमुख कारण हैं:

हालांकि यह reform सीधे तौर पर Ex-Servicemen की pension, ECHS या welfare schemes से संबंधित नहीं है, लेकिन Defence manufacturing और exports में growth का broader impact employment, skill development और private defence sector opportunities के रूप में दिखाई दे सकता है।
Defence sector में manufacturing, maintenance, logistics, technical support और security-related industries के विस्तार से skilled manpower की demand बढ़ सकती है।
Retired Armed Forces personnel के लिए भी Defence Industry में उनकी technical, operational, training, logistics और security expertise के आधार पर career और consultancy opportunities विकसित हो सकती हैं।
