Meeting with Hon’ble MP Shri Anil Desai on Pay Fixation Disparity for Re-employed Ex-Servicemen (PBOR)📍 Mumbai | 19 July 2025

A delegation of re-employed ex-servicemen, led by Nb Sub Pankaj Patil (re-employed in a Central Autonomous Body) along with four other members working in the Indian Railways and Income Tax Department, met Hon’ble Shri Anil Yeshwant Desai, Member of Parliament (Lok Sabha), representing the Modi Government, at his Mumbai office today.

🛡️ Objective of the Meeting:
To seek the Hon’ble MP’s support in addressing the long-standing issue of discriminatory pay fixation policies affecting re-employed Personnel Below Officer Rank (PBOR) in Central Civil Services, PSUs, and Autonomous Bodies.

🗣️ The issue was thoroughly discussed with Shri Anil Desai Ji. The delegation highlighted the injustice wherein years of military service are not considered for pay fixation of PBOR upon re-employment, post-retirement from the Armed Forces.  Their pay is always fixed at the entry pay of the reemployed post applicable to fresher recruits.  In contrast:

  • Commissioned Officers continue to get their civil pay fixed at the same stage as their last pay drawn in military service.
  • PSU Banks honor the military service of PBOR and offer pay fixation at par with the last drawn military pay.

Despite the DOPT revising the Pay Fixation methodology in 1986, PBOR continue to face disparity, as their military service is overlooked during civil pay fixation. A proposal to introduce a uniform pay fixation policy was submitted by DOPT to the Department of Expenditure (DoE) in 2019 but has been awaiting financial concurrence ever since.

📄 A copy of the representation submitted by AIREXSA (All India Re-employed Ex-Servicemen Association) was formally handed over to the Hon’ble MP for further action.

đź’¬ Assurance from the MP:
Shri Anil Desai assured the delegation that the matter will be taken up in an organised and effective manner with the Central Government to ensure justice and parity for re-employed PBOR. He expressed concern over the prolonged delay and promised to support the cause at the highest level.
