Good news for all pensioners. Increase in pension for the deprived category pensioners has been represented by the organised association of exservicemen. Discrimination and disparity in democratic socio political environment is caused imbalance and in long run it creates dissatisfaction in the community. Such a thing has already created dissatisfaction in the ex-servicemen community. Pension is a constitutional rights of the citizen who ever served for the nation and qualified for it.
The ratio of increase in pay and allowances is always maintained while revision of pay in every 10 years occurred by the Central Pay Commission. A gross discrimination in this juncture has been reported by an Ex-servicemen Association and they have submitted their representation to remove the disparity so that the pensioner belong to same community should get the increased pension at the same ratio.
The Disability pension is the right of the disabled soldiers under compensation rules prevalent all over the world. As per the data provided in the representation of the Voice of Ex-servicemen Society, the ratio of disability pension over the years on every CPCs has been increase in such a manner where a clear imbalance and disparity between a Sepoy and an Officer is expressed.
The difference in disability pension between the lower rank and higher rank was merely Rs. 300/- during the 4th CPC which is now Rs. 64723, If DA is included, it will be Rs. 87729/-pm as of date. Accordingly, the ratio of disability pension from maximum to minimum was merely 1.66 during the 4th CPC which has been enhanced to 8.60 during the 6th pay commission and 7.30 during the 7th CPC. During the revision from 01 .01.2006 to date, Jawan/NCOs’ basic disability pension of pre-06 retiree increased from 193% to 243% , JCOs from 273% to 368 % whereas in case of officer it is a jumped of 525 % for Major less than 21 years service and above rank officers from 812 % to 1176%.
The 7th CPC has recommended Rs 12000/- disability pension for 100% disabled jawan/NCOS, 17000/- for JCOs, and 2700 to officers. However, under pressure from the officers’ lobby, the Govt has changed the disability pension policy to determine it from slab based to percentage-based without protecting the recommended amount of disability pension. As a result pre-2016 retired jawans are getting Rs. 10277 /-pm instead of Rs. 12000/- since 01 .01.2016 which is Rs. 1723/- pm less than the disability pension recommended.
Disability pension of pre -06 retirees JCOs/NCOs/ORs has not been revised wef 01 Jan 2006 in accordance with 30% of maximum of pre-revised scale across the three services as determined vide PCDA Allahabad table No 471. As such JCOs/NCOs/ORs have been given less disability pension of Rs. 861 to 3033 from 01 Jan 06.
It is well known to all that the disability pension should be equal to all ranks as soldiers of all ranks feel the same pain for the same disability. So, the Exservicemen Society has requested to the Hon’ble Defence Minister to honour the integrity and sacrifice of soldiers, at least minimum disability pension of JCOs/NCOS /ORs should not be less than 21000/-pm for 100% disability wef 01 Jan 2016 or from the date of revision of OROP.
