Constant Attendance Allowance is applicable to the Defence Pensioners when he is retired with a disability which has been assessed by the RMB as 100% disablement, subject to acceptance by the pension sanctioning authority. The CAA (Constant Attendant Allowance) is granted to such disabled soldiers if the Pension Sanctioning authority justified the need of the services of a Constant Attendant for at least a period of 3 months subject to the condition that the pensioner actually employs a paid attendant to look after him.

In general Constant attendant allowance is granted to a medically invalided out service personnel in addition to disability pension. 7th CPC Constant Attendant Allowance under CCS (Extraordinary Pension) Rules enhanced from Rs. 4500/- to Rs.6750/- pm. The same amount is applicable to defence service pensioners also.
The Constant Attendance Allowance will not be payable for some cases as described hereunder:
- Any period during which the pensioner was an inmate or inpatient of a Government institution or Hospital.
- Any period for which a constant and paid attendant was not actually employed to look after him.
