Confusion on the various aspects of Disability Pension is affecting the serving soldiers and ex-serviceman since its publication. The authority controlling the medical related issues has now clarified that the these guidelines shall only apply to cases of disablement or death of service personnel after 21 Sep 23 prospectively. No retrospective effect is applicable here.
In other words it may be simplified that those whose disability originated/detected on or after 21.09.2023 will only be affected with these guidelines. But it has not been clear if such a disabled soldier with his disability which was detected before 21.09.2023 and retiring after 21.09.2023 will be governed by ER 2008 or ER 2023.

2. Guide to Medical Officers 2023 has been approved and promulgated as an Appendix to the DESW/ MoD letter under reference. These guidelines shall only apply to cases of disablement or death of service personnel after 21 Sep 23 prospectively.
3. It is requested that the same be widely disseminated to all the concerned for further information and necessary action.
4. It is further intimated that clarification on certain medical aspects in Entitlement Rules (ER) -23 and GMO-23 have been sought from 0/o DGAFMS. On receipt of the same, amplified instructions on the subject (including conduct of Retention-cum- Impairment Assessment Board, RMB and IMB) will be promulgated subsequently.
