8th CPC Constitute 2 Years in Advance

As you all know there is a provision for constituting a Pay Commission every 10 years to revise the Pay, allowances, and service conditions of central government employees and state government employees.  It is well known that till now the recommendations of all Pay Commissions are implemented after completion of 10 years from the implementation of the previous Pay Commission recommendation.

In the past years, due to the Pay Commission not being constituted on time, there has been a delay of 6 months to 2 years in receiving the report of its recommendations. Along with this, the recommendations of the Pay Commission are also implemented in two separate parts. The pay scales are implemented on the due date and allowances are implemented from the date of submission of recommendations. Due to this, many discrepancies arise which do not get resolved for many years and the employees suffer a lot.

To avoid the future repeat of  the problems arises earlier , the “Government Employees National Confederation”  appealed to the Govt that the Pay Commission should be constituted 2 years in advance and the Pay Commission should submit its recommendations within a year and the Government implements its recommendations on due date after considering the pay scale, allowances and other facilities, so that the employees can get its benefits on the scheduled date.

The “Government Employees National Confederation” has also decided to hold a one-day agitation on any day between 17th to 19th January 2024 and a demand should be made from the Government of India and the State Governments that the Eighth Pay Commission should be constituted as soon as possible. The government should announce the formation of the Eighth Pay Commission in the upcoming budget session. The Eighth Pay Commission should submit its report within one year and the recommendations of the Pay Commission should be implemented from January 1, 2026, after resolving the discrepancies.

Considering the above contex, all Govt employees and pensioners have been requested by the Federation to conduct a one-day demonstration, dharna, rally, etc. at your establishments between from 17 January 2024 to 19 January 2024 and Central employee unions/associations should ensure to submit a memorandum to the Honorable Prime Minister and state employee unions/associations to their state Chief Minister through the head of their institution.
